The customer portal is a protected portal with two factor authentication. Each customer portal will require an administrator who will have the ability to grant access to other users.

Yes. A Starter package will have the ServiceNow release it is most compatible with.
A starter package contains the minimum viable solution described in the package you receive. It will allow a customer to operate a minimum viable solution that may need to be added to by the customer for full functionality and benefit.
